Keccak SHA3 hash output incorrect due to missing '01' NIST 202 bits

The Keccak module allows the user to select generic KECCAK or SHA3 settings. For the SHA3 settings, the padding does not include the two domain bits as specified in the NIST 202 standard release this past August.

For generic KECCAK as a sponge function, this is okay. But for the SHA3 standard, missing these bits generates an incorrect hash.
